[SMM Hydrogen Energy Policy Update] Xiamen Municipal Development and Reform Commission: Notice on Issuing the Xiamen Hydrogen Energy Industry High-Quality Development Action Plan (2025–2027)

On September 22, 2025, the Xiamen Municipal Development and Reform Commission issued the "Xiamen High-Quality Development Action Plan for the Hydrogen Energy Industry (2025–2027)," aiming to implement national and Fujian provincial hydrogen energy industry development plans, seize new opportunities in hydrogen energy development, and build Xiamen into a "New Energy Industry Innovation City." The plan sets clear goals and tasks for technological innovation, industry cultivation, and demonstration applications in Xiamen's hydrogen energy industry.

I. Clear Development Goals In terms of technological innovation, the focus is on making breakthroughs in core technologies such as integrated water electrolysis hydrogen production equipment and solid-state hydrogen storage materials and equipment, striving to establish national-level scientific innovation platforms. For industry cultivation, efforts will be made to attract and nurture leading enterprises, plan and construct hydrogen energy industrial parks, and achieve a target of 30 hydrogen energy equipment and material producers by 2027. Regarding demonstration applications, a hydrogen energy infrastructure management mechanism will be established, with plans to launch demonstration routes for hydrogen fuel cell vehicles, build three hydrogen refueling stations, and explore the application of green hydrogen across multiple sectors by 2027.

II. Building a Source of Technological Innovation Strengthen research and development in key core technologies, continuously advance key technology research across the entire chain of "production, storage, transportation, refueling, and application," and build a technological system to support the high-quality development of the hydrogen energy industry. Deploy hydrogen energy industry innovation platforms, establish national-level innovation platforms relying on the Jiageng Innovation Laboratory, and encourage the construction of public service platforms for industrial technology. Improve the hydrogen energy standard system, support various innovation entities in participating in the development of standards for the entire industry chain, and promote mutual recognition of standards.

III. Constructing an Advanced Manufacturing Base Attract and nurture leading hydrogen energy enterprises, precisely recruit "chain leader" enterprises and technology-based companies, and strengthen the cultivation of growing private enterprises. Plan hydrogen energy industrial parks, create an industrial development spatial layout characterized by "one core leading, multiple areas supporting, and multiple points applying," and promote industrial agglomeration and development.

IV. Developing Demonstration Application Scenarios In the transportation sector, initially launch demonstration routes for hydrogen fuel cell buses in the airport economic zone, gradually expanding to other municipal vehicles, and support related demonstration applications at airports, ports, and other locations. Focus on expanding demonstration applications across multiple fields, support the promotion of green hydrogen in industries such as semiconductors, and explore the use of hydrogen backup power supplies for high-energy-consumption equipment.

V. Optimizing the Industrial Development Environment Coordinate the planning and construction of hydrogen energy infrastructure, building integrated hydrogen production and refueling stations in areas with rich hydrogen energy application scenarios. Establish a multi-channel hydrogen supply system, cooperate with surrounding regions to promote the establishment of the Xiamen-Zhangzhou-Quanzhou Hydrogen Energy Corridor, and develop renewable energy electrolysis for hydrogen production. Build a green value realization mechanism for hydrogen energy, promote the formulation of clean and low-carbon hydrogen certification methods and standards. Actively carry out international cooperation in the hydrogen energy field and support core products to go global.

VI. Strengthening Work Safeguards Enhance organizational leadership and overall coordination, establish a working coordination mechanism, and clarify the responsibilities of various departments. Strengthen safety supervision across the entire hydrogen energy industry chain, and promote the coordinated development of key core technologies and safety technologies. Reinforce safeguards in talent, finance, and other essential areas, facilitate the establishment of outstanding innovative R&D teams, and encourage the use of industrial guidance funds and other means to advance hydrogen energy investment and layout.
